New Hiring Process
The committee members are Nancy Bull, Vice Provost for Academic Administration; Barry Feldman, Vice President & COO; Richard Gray, Vice President & CFO; and Donna Munroe, Vice President for Human Resources and Payroll. The following are the criteria considered by the Position Review Committee for approving a position:
Requests to fill positions budgeted with unrestricted funds must be submitted to the PRC via a new electronic Essential Staffing Request Application (ESRA) prior to initiating a search in the Recruitment and Search Application (RSA). The ESRA allows Unit Heads or their proxies to initiate on line, a request to fill; route the request to the executive head and if approved by the executive head, forward the request to the PRC. Every request, receiving unit and executive head approvals will be reviewed by the PRC. Notice of final action on the request will be sent via email to the requesting Unit Head. Upon approval from the PRC, hiring departments may initiate a search in the Recruitment and Search Application (RSA) where the standard search process must be followed. All applicable search policies and procedures remain in effect, and PRC approval does not transcend the need for all required approvals throughout the search process. The vacancy management policies and procedures will also remain in effect and all position vacancies (unless specifically exempt) will be subject to a one-time budget reduction of 30% of salaries and fringes (of the last incumbent’s annual salary). The removal of funds will continue to be accomplished by action of the Budget Office. Essential staffing requests must be approved by the appropriate Vice President by noon on Thursday for the Position Review Committee (PRC) action the following Monday.
