Public Information on Collective Bargaining with UConn’s Graduate Employee Union

UConn

The University and the Graduate Employee Union (“GEU-UAW”) are negotiating a successor collective bargaining agreement to establish certain terms and conditions for positions held by Graduate Assistants. The current collective bargaining agreement expires on June 30, 2018.

The University defines a Graduate Assistant as "a graduate student who provides teaching or research support to the University that is part of his/her academic program."

Bargaining updates will be posted to this site following each bargaining session with the GEU-UAW.

February 8, 2018 – Bargaining Session #15
The University and the GEU-UAW met on January 19, 2018 for approximately four hours. The University presented a package proposal of Article 25 (Grievance and Arbitration), Article 5 (Appointment and Reappointment Notification), and Article 15 (Leaves of Absence). The GEU-UAW passed a conceptual proposal on Article 22 (Health Insurance) and Article 11 (Intellectual Property).

February 5, 2018 – Bargaining Session #14
The University and the GEU-UAW met on January 19, 2018 for approximately three hours. The University presented a proposal on Article 11 (Intellectual Property). The GEU-UAW passed a conceptual proposal on Article 22 (Health Insurance) and a proposal on Article 11 (Intellectual Property).

January 29, 2018 – Bargaining Session #13
The University and the GEU-UAW met on January 29, 2018 for approximately three hours.

January 19, 2018 – Bargaining Session #12
The University and the GEU-UAW met on January 19, 2018 for approximately three hours. The University presented a package proposal of Article 25 (Grievance and Arbitration), Article 5 (Appointment and Reappointment Notification), and Article 15 (Leaves of Absence). The GEU-UAW passed a conceptual proposal on Article 22 (Health Insurance) and Article 11 (Intellectual Property).

January 9, 2018 – Bargaining Session #11
The University and the GEU-UAW met on January 9, 2018 for approximately two and a half hours. The University presented a proposal on Article 17 (Health and Safety) and Article 5 (Appointment and Reappointment Notification). The parties signed tentative agreements on Article 7 (Employment Files) and Article 24 (Discipline & Dismissal).

January 8, 2018 – Bargaining Session #10
The University and the GEU-UAW met on January 8, 2018 for approximately three hours. The University presented a proposal on Article 17 (Health and Safety). The parties signed tentative agreements on Article 7 (Employment Files) and Article 24 (Discipline & Dismissal).

January 5, 2018 – Bargaining Session #9
The University and the GEU-UAW met on January 5, 2018 for approximately three hours. The University presented proposals on Article 7 (Employment Files), Article 8 (Job Posting), Article 14 (Employee Assistance Program) Article 24 (Discipline & Dismissal), and a package proposal containing Article 10 (Workload) and the newly proposed article (Time-off). The GEU passed proposals on Article 5 (Appointment and Reappointment), Article 25 (Grievance and Arbitration), Article 24 (Discipline and Dismissal), and Article 3 (University Prerogatives and Academic Rights) which was packaged with GEU’s November 8, 2017 proposal on Article 20 (Tuition and Fee Waivers). The parties signed a tentative agreement on Article 14 (Employees Assistance Program).

December 27, 2017 – Bargaining Session #8
The University and the GEU-UAW met on December 27, 2017 for approximately three hours. The University presented proposals on Article 5 (Appointment and Reappointment) and Article 25 (Grievance and Arbitration).

December 20, 2017 – Bargaining Session #7
The University and the GEU-UAW met on December 20, 2017 for approximately three hours. The University presented proposals on Article 3 (University Prerogatives and Academic Rights), and Article 19 (Housing) which was packaged with the GEU’s proposal for a new article on Tax Assistance. The GEU presented proposals on Article 15 (Leaves of Absence), Article 25 (Grievance and Arbitration), Article 5 (Appointment and Reappointment) and Article 10 (Workload).

November 28, 2017 – Bargaining Session #6
The University and the GEU-UAW met on November 28, 2017 for approximately three and a half hours. The University presented a proposal on Article 5 (Appointment and Reappointment Notification), Article 10 (Workload), and Article 15 (Leaves of Absence). The GEU presented a proposal on a new article entitled “Tax Assistance.” The parties spent the majority of the session discussing the proposals passed at the session as well as the GEU’s previous proposal on Article 4 (Non-Discrimination & Harassment). The University proposed additional bargaining dates in December and asked the GEU to consider the use of a mediator to assist in the bargaining process.

November 20, 2017 – Bargaining Session #5
The University and the GEU-UAW met on November 20, 2017 for approximately four hours. The University presented a proposal on Article 6 (Appointment Security), Article 10 (Workload), and Article 25 (Grievance & Arbitration). The GEU presented proposals on Article 15 (Leaves of Absence), Article 18 (Parking & Transit), and Article 19 (Housing). The parties spent the majority of the session discussing the proposals and discussed additional dates for bargaining.

November 8, 2017 – Bargaining Session #4
The University and the Graduate Employee Union (GEU-UAW) met on November 8, 2017 for approximately four hours. The University presented a proposal on Article 5 (Appointment & Reappointment Notification). The GEU presented proposals on Article 20 (Tuition and Fee Waivers), Article 25 (Grievance and Arbitration), Article 10 (Workload), and Article 4 (Non-Discrimination and Harassment). The GEU also presented a counterproposal on Article 5 (Appointment & Reappointment Notification). The parties spent the majority of the session discussing the union’s proposals. The parties also discussed additional dates for bargaining.

November 3, 2017 – Bargaining Session #3
The University and the Graduate Employee Union (GEU-UAW) met on November 3, 2017 for approximately three hours. The GEU presented proposals on Article 12 (Travel), Article 23 (Childcare), Article 5 (Appointment & Reappointment Notification) and a new article which proposes changes to language currently found in Article 10 (Workload), entitled “Time-Off.” The parties spent the majority of the session discussing the union’s proposals. Typically, when negotiating a collective bargaining agreement, non-economic items are discussed prior to economic issues. The University and the GEU-UAW followed that model during the last negotiations.

October 31, 2017 – Bargaining Session #2
The University and the Graduate Employee Union (GEU-UAW) met on October 31, 2017 for approximately three hours. The GEU presented numerous bargaining goals it hopes to achieve in negotiating a successor collective bargaining agreement. The parties signed off on ground rules which serve to facilitate the bargaining process.

October 19, 2017 – Bargaining Session #1
The University and the Graduate Employee Union (GEU-UAW) met on October 19, 2017 for approximately two hours. Each party proposed ground rules that were discussed for the majority of the session. The University proposed approximately five additional dates for bargaining.
