Special Payroll and Less-than 50% Professional Employees on Grants and Contracts

TO: Academic Deans and Directors

FROM: Virginia Miller, Director of Labor Relations

DATE: February 20, 1997

NEW PROCEDURE

Effective March 1 the special payroll will be used to pay professional employees on grants and contracts who are newly hired for less than 50% time. Special payroll employees do not receive paid medical benefits, nor are they eligible for retirement credit.

EXPANDED TITLES LIST

For less-than-50% faculty and researchers whose titles are not in the Special Payroll Authorization Instruction Manual (available at www.ucc.uconn.edu/~wwwolr/sp.HTML), we have added the following titles: Research Scientist/Scholar, Associate Research Scientist/Scholar, Senior Research Scientist/Scholar, Research Professor, Associate Research Professor, Assistant Research Professor.

ADDITION TO “REMARKS” SECTION

To verify that the individual works less than half-time, departments must state this in “Remarks” on each special payroll authorization. This will provide the special payroll auditor with documentation to approve continuations.

TIME LIMITS AND/OR EARNINGS LIMIT

With this new arrangement, some will earn more than $12,000 in a 12-month period. But, since we are prorating their time of employment, they will always be under the time limits (no more than 12-months worked in a 24-month period). That is, their less-than- 50% employment would never equate to a full-time 12 months worked in a 24 month period.

Please copy this memo to departments heads, principal investigators and preparers of payroll authorizations.
