Under the general direction of the Associate Controller and Director of Accounting and working from broad overall policies and goals, manages all aspects of a functional area of the Accounting Office. Oversees the production of all University financial reports including annual and interim financial statements, audits and rates, ensuring compliance with policies, procedures, regulations and statutes.
CHARACTERISTIC DUTIES AND RESPONSIBILITIES
- Assists the Associate Controller, Controller, and CFO for Storrs and regional campuses in administering, managing, and supervising the activities of a unit of the Accounting Office to ensure compliance with sound accounting standards and practice and with applicable policies, regulations and laws; may assist in developing and institute fiscal or budgetary policy and procedure changes; is responsible for the resolution of complex accounting issues, problems and analysis.
- Supervises professional and clerical staff of assigned unit, establishing work assignment priorities and workflow; assists with staff selection and evaluation and may resolve personnel issues. Provides training, support, and guidance for office staff and evaluates job performance.
- Manages the day-to-day operations of a functional unit and directs all aspects of the accounting processes including all phases of financial analyses and budgeting, as appropriately performed by that unit
- Participates in developing the priorities, departmental policies, procedures, and financial planning as part of the leadership team.
- Is the point of contact for state, federal, internal and external auditors to provide information, answer inquiries, and provide documentation; resolving such audit issues from start to finish.
- Responsible for regularly meeting and working with the Controller’s Office, the Office of the Chief Financial Officer, and the Office of Financial Planning and Budget on the development, coordination, and monitoring of the University’s financial reports and funds and to resolve various University wide financial issues.
- Serves as the resource to accounting staff, university departments and others in interpreting all applicable accounting policies, procedures, federal regulations, and state statutes. Regularly meets and collaborates with other administrative departments within the University specifically involved with the activities of the accounting unit under their supervision.
- Regularly communicates with the Office of the State Comptroller, the State Treasurer, the UConn Health Center and the UConn Foundation concerning issues that impact the University’s policies and procedures, funds and financial reports. Also responds to frequent requests for information and special reports from these entities.
- Identifies, oversees research and provides resolution to technical accounting and financial issues. Prepares or supervises the preparation of comprehensive reports and analyses as needed in decision making or to advise University offices.
- Serves as a member of departmental, divisional, and University committees.
- Performs related duties as required.
MINIMUM ACCEPTABLE QUALIFICATIONS
- Master’s degree in Business (or related field) or Certified Public Accountant with7 years experience, or bachelor’s degree in accounting with 10 years of progressively responsible accounting/financial experience with proven record of advanced financial skills.
- Comprehensive knowledge of generally accepted accounting principles and financial management with proven ability to work independently in analyzing and resolving complex financial problems.
- Knowledge of accounting for higher education, state, and federal regulations governing revenue, expenditures, bond funds, debt service, construction accounting, cost analysis, cash management and other specific knowledge.
- Ability to develop accounting policies and procedures, develop priorities within established guidelines, and manage and evaluate accounting projects.
- Ability to supervise staff and coordinate projects.
- Knowledge of computer financial reporting systems and general ledger and report writing computer applications such as FRS, PeopleSoft, FOCUS, Brio, Word or Excel.
- Excellent written and oral communications skills with proven ability to effectively communicate with all levels of management, government and financial officials, and public constituents.

- Five or more years of state/government accounting experience
