Career Progression – Accelerated Eligibility Period and Process

The Career Progression program will officially launch on July 1st, 2023. Nominations may begin for the first application period of January 1, 2024 to February 29, 2024. The January 2024 nomination period will include a one-time Accelerated Eligibility. During this period, employees may apply for nomination for Career Progression if they meet the eligibility criteria for the Accelerated Eligibility, all other general eligibility for Career Progression and apply within the applicable timeframe. Eligibility for the Accelerated Eligibility Period is based on the employee’s status as of June 30, 2023 and, if approved, the change in rank will be effective for July 1, 2023.

Applying for Career Progression under the Accelerated Eligibility criteria is only available during the application period from January 1, 2024 through February 29, 2024.
This accelerated eligibility is in addition to the general eligibility allowing employees who have been in their current position for one year by December 31, 2023, to apply to be nominated to the rank of Advanced, assuming all other general eligibility requirements are met. For those approved under the general eligibility criteria, the change in rank will be effective January 1, 2024.

PLEASE NOTE: Accelerated and general eligibility is in addition to being informed by their supervisor that they have demonstrated they have met all competencies for the rank, in order to submit for nomination.

General Eligibility

  1. Permanent Positions: Employee must have successfully completed their initial probationary period. End-Date Positions: Employee must have completed a minimum of one year in the current position. 
  2. Employee must have received an overall rating of "Good" or better on their most recent annual evaluation. 
  3. A current job specification for the position must be approved by the first manager outside of the bargaining unit (management exempt) and must be on file with Human Resources. 
  4. A current Career Progression Framework must be on file in Human Resources and must be approved by the supervisor, the first manager outside of the bargaining unit (management exempt), and Human Resources. 

     
    Additional Eligibility Criteria for future application periods:

  5. Employees must have served at least one year in the same position and job template at the rank of Proficient before applying for nomination to the rank Advanced.
  6. Employees must have served at least two years in the same position and job template at the rank of Advanced before applying for nomination to the rank of Expert.

Accelerated Eligibility

Employees meeting the general eligibility criteria may apply for nomination for Career Progression if they meet one of the below eligibility criteria:

  1. To apply for nomination from Proficient to Advanced employees must have been in their current position and job template for at least one year by June 30, 2023. Employees approved for progression to the rank of Advanced will receive an increase of $1,000 added to their base annual salary, effective July 1, 2023.
  2. To apply for nomination from Proficient to Expert must have been in their current position and job template for at least three years by June 30, 2023. Employees approved for progression to the rank of Expert will receive an increase of $2,500 added to their base annual salary, effective July 1, 2023.
